Quarterly Analysis

Q2 resident satisfaction reached 4.34, up 0.03 points from 4.31 in Q1 and the strongest result in the eight-quarter trend. The improvement occurred during peak spring construction, early beach operations, and expanded recreation registration, indicating that service delivery remained steady amid elevated seasonal demand. Residents responded positively to more timely and accessible service information, including capital-project QR signage, recreation waitlist texts, and the permit/inspection dashboard launched in May.

Despite this positive measure-level trend, the measure and its parent objective remain in Caution status, while the linked Smart City Digital Services Initiative is On Target. This suggests the satisfaction gain is encouraging but has not yet translated into sufficient confidence at the broader community-outcome level.

Recommendations

  1. Sustain the green by formalizing the service-update standards into a citywide resident communications checklist for every department by the next quarterly close.
  2. Extend the permit/inspection dashboard to include average turnaround by application type, starting with ADUs, tenant improvements, and small commercial remodels.
  3. For the next cycle, keep the survey fielding window and methodology stable so the 4.34 result remains comparable and defensible.
