Community Policing Expansion

Community Policing Expansion builds closer ties between officers and neighborhoods through a new District 3 substation, dedicated foot patrols in high-need corridors, and community liaison officers, with results reported to City Council.

Milestone Progress

Start Date: 11/28/2025        End Date: 11/23/2026

Quarterly Analysis

Community Policing Expansion moved from 54% to 60%, maintaining the steady 6-point quarter-over-quarter improvement and remaining green. At 60% complete, the initiative has shifted from proof of concept to managed expansion, with the District 3 substation, completed two-corridor foot-patrol pilot, and repeatable contact practices carrying the work. The department has preserved the central obligation: residents should experience this as access and accountability, not saturation. Community liaison officer hiring remains in progress with the 30-day milestone still active, and the program evaluation report to council remains not started with 120 days available.

Recommendations

Continue the green trajectory by authorizing one additional corridor only after the Harbor Point and Cedar-Bay measures show stable resident contact, complaint, and response-time patterns for two consecutive months. Set a firm internal deadline for the liaison-officer hiring milestone and publish the assignment plan to neighborhood leaders once selections are final. Start the evaluation work plan with named owners, data sources, and council-review dates so the 120-day report milestone begins cleanly when activated.
