K-3 Literacy Acceleration Initiative

The K-3 Literacy Acceleration Initiative places reading coaches at 12 Title I schools, adds a daily intervention block for kindergarten through third grade, and offers a summer bridge program so more students are reading on grade level by the end of third grade.

On Target

Milestone Progress

Start Date: 10/19/2025        End Date: 11/23/2026

Quarterly Analysis

The initiative closes this sequence at 45% complete, a 5-point quarter-over-quarter increase from 40%, and it remains green with clear evidence of sustained execution. Across the arc from 10% in 2024-Q3 to 45% now, Harborview has done the unglamorous work well: hire the 12 Title-I reading coaches, protect the daily K-3 intervention block, and keep data conversations focused on children rather than excuses. The FAST progress-monitoring review remains in progress and due in 20 days, so the next round of decisions should be made from fresh evidence, not from spring impressions. Summer bridge is still not started with 120 days remaining, and that makes it the next operational gate for preserving gains among retained 3rd-graders.

Recommendations

Sustain the green result by making the coach-plus-intervention-block model part of next year’s school improvement plans and budget assumptions, not a temporary initiative line. Extend the work by adding a small central literacy response team to cover vacancies, new-teacher classrooms, and schools with high chronic absenteeism before students lose intervention dosage. I recommend setting a 30-day deadline to launch summer bridge operations: sites confirmed, families notified, rosters drafted, staff hired, and transportation routes tested.
