Point-in-Time Homeless Count
Number of people experiencing homelessness counted during the point-in-time census, broken out by unsheltered, emergency shelter, and transitional housing. It measures the reach of the City’s housing and outreach programs; the target is 2,000 or fewer.

Actual vs Target
Quarterly · Q3-24 to Q2-26
Quarterly Analysis
- The count increased from 2,450 to 2,487, a quarter-over-quarter increase of 37, which keeps the measure in red despite the smallest increase in this eight-quarter arc.
- That slowing is meaningful, and it suggests the case-conference model, motel exits, and Housing Pipeline Renewal work are starting to reduce acceleration.
- Still, 2,487 is 487 above the <=2,000 target, so Council should hear both truths: the curve is flattening, and the absolute level remains unacceptable.
- The Q2 file was closed on time with clean zone reconciliation, and the highest-growth pockets were again vehicle encampments and underpass locations rather than the downtown core.
Recommendations
- Convert the 90-day red-status stand-up into a six-month Unsheltered Reduction Plan with monthly Council reporting on placements, inflow, unit readiness, and repeat contacts.
- Expand Housing Pipeline Renewal to include landlord recruitment for 100 additional shallow-subsidy units near Route 14, Route 22, and the airport employment corridor.
- Sustain the data discipline that got us a clean Q2 file, but require every red pocket to have a named field lead, next action date, and target exit pathway before the next quarterly close.
