Affordable Units Delivered vs Annual Target %

Affordable housing units delivered through new construction, rehabilitation, and preservation as a percentage of the City’s annual production target. It shows whether housing commitments are being met on schedule; the target is 100%.

Quarterly Analysis

We improved from 73% to 79%, up 6 points, moving the measure out of red and back into yellow. That is meaningful progress, especially because it came from the specific fixes named last quarter: Bayline’s schedule was recorded, Spruce Street reopened the first repaired buildings, and Seaport East cleared its revised floodproofing detail after the joint Planning-Public Works review. We are not at the 100% target, and at 79% we are still closer to the yellow threshold than I’d like, but the quarter shows that Harborview’s delivery system responds when the blockers are visible and owned. The arc over eight quarters is clear: the pipeline is real, the city is financially and operationally capable, and the last-mile discipline has to become standard practice rather than a rescue effort.

Recommendations

  1. Keep the red-project cadence as a standing yellow-risk meeting through Q3, but limit attendance to owners with projects inside the next 120 days.
  2. Sustain the successful ClearPoint risk flag and require departments to update it before the monthly Council performance packet closes.
  3. Extend the inspection and covenant pre-check process to all Housing Trust-funded projects so the next improvement comes from routine execution, not another recovery sprint.
