Completion increased from 36% to 40%, continuing the same 4-point quarter-over-quarter movement and closing this eight-quarter view with measured progress rather than resolution. Requirements and vendor selection remain complete, while Finance module data migration is still in-progress and still 10 days overdue, so yellow remains the correct status. HR module cutover remains not-started with 80 days of runway, and legacy system decommission remains not-started with 170 days, preserving options but also confirming that the project is still in its controlled migration phase. The disciplined interpretation is that Harborview has avoided an uncontrolled cutover, but must now convert steady effort into closure of the Finance milestone.
Recommendations
Set a firm Finance migration closure date with named owners for remaining defects and require daily standups during the final conversion sprint. Approve HR cutover readiness work only for security roles, position-control mapping, and payroll interface design until Finance migration is formally accepted. Prepare a legacy decommission risk register now, including retention, read-only access, vendor notice periods, and audit retrieval requirements, so decommission can move quickly once the upstream controls are satisfied.
