Harborview 2030 Comprehensive Plan

Harborview 2030 is the City’s comprehensive plan update, setting long-range policy for land use, housing, and mobility through 2030. The plan is being developed in phases, from community visioning through adoption of each element, and concludes with City Council adoption of the full plan.

Quarterly Analysis

  1. The initiative moved from 23% to 43%, a 20-point quarter-over-quarter gain — the largest of the plan so far — and remains green.
  2. Approaching the midpoint is meaningful: Harborview 2030 now has completed visioning, an adopted Land-use element, and a substantially developed Housing & mobility draft still in progress.
  3. Staff and the consultant team used the spring permit surge—especially along Seacliff Avenue and the East Marina infill nodes—to stress-test whether the draft policies will work for a city of 165,000 that is still growing quickly.
  4. Council adoption remains not-started and about six months out, so we are on schedule, but the next arc needs to move from draft refinement to adoption readiness.

Recommendations

  1. Sustain momentum by setting a firm 30-day closeout plan for the Housing & mobility element draft, with weekly Friday owner check-ins and one final executive review.
  2. Extend the green result by preparing the Council adoption workplan now: study session, public hearing, Planning Commission recommendation, final Council packet, and communications timeline.
  3. Maintain data quality by reconciling all plan metrics to the City Strategic Plan scorecard before the next quarterly report, so the 43% complete status is easy for Council to trust.
