Quarterly Analysis

The index improved from 71 to 72, a +1 quarter-over-quarter movement, which is the first upward step after two soft quarters and one flat quarter. We are still yellow below the >=75 target, but the arc is better: the Seabright conflict map is complete, valve procurement for Pipeline Renewal Package 1 is moving, and pavement preservation on the Westshore loop posted clean QA results. The watch-item remains water mains, particularly until construction removes high-risk segments rather than simply managing them with monitoring and bypass readiness. For council, the headline is measured progress: Harborview is healthy and growing, and this measure is now positioned for a more durable climb if execution stays on schedule.

Recommendations

  1. Use the Q2 council update to show the +1 movement and then immediately list the remaining gates to 75: water-main construction start, stormwater downgrade recovery, and sustained pavement QA.
  2. Hold a biweekly Pipeline Renewal readiness huddle through notice-to-proceed, with Engineering, Utilities, Procurement, and Communications confirming permits, resident notices, and detour plans.
  3. Extend the Westshore pavement QA protocol to the next preservation bundle so the green portions of the asset portfolio keep contributing positive lift while water-main risk is being retired.
