Pipeline Renewal Program

The Pipeline Renewal Program is a phased, citywide replacement of aging water mains, beginning with a condition assessment of the full system and moving corridor by corridor to remove the highest-risk pipe segments, starting with Maple Street.

Milestone Progress

Start Date: 01/06/2025        End Date: 01/27/2027

Quarterly Analysis

Pipeline Renewal moved from 40% to 45% complete, a quarter-over-quarter increase of 5 percentage points, and remains green. Over the full run, the program has climbed from 10% in 2024-Q3 to 45% in 2026-Q2 while keeping the completed Phase 1 assessment, completed Phase 2 Maple St corridor replacement, and completed Phase 3 contractor procurement as the backbone. The Phase 3 pipe-cohort condition survey is still in-progress with dueOffsetDays 4, Phase 3 construction start is still not-started with dueOffsetDays 60, and the FY27 pipeline funding request is still not-started with dueOffsetDays 150; that is a narrow lane, but it is still a lane. Harborview is growing fast, and a 165,000-person coastal suburb cannot treat water-main renewal like optional housekeeping.

Recommendations

Sustain the green by converting the survey closeout into a signed construction-readiness memo within the 4-day window, with asset IDs and risk ranks attached. Extend the action by reserving inspection capacity and night-work traffic control for the first Phase 3 segments now, before summer events consume the same crews and permits. Move the FY27 funding request from executive review to council scheduling with the evidence package intact: condition scores, break history, unit costs, and the renewal sequence.
