Procurement Modernization Project

The Procurement Modernization Project moves City purchasing onto an e-procurement platform with a vendor self-service portal and a purchasing card program, shortening procurement cycle times while maintaining strong financial controls.

Milestone Progress

Quarterly Analysis

Completion increased from 63% to 70%, a 7 percentage-point quarter-over-quarter movement, and the project remains green. The chronological pattern is steady: completed platform, completed vendor portal, disciplined adoption, and no material control failure as Harborview’s purchasing volume grows. P-card policy rollout remains in progress with a 20-day due offset, and cycle-time target review remains not started with a 100-day due offset, so the next phase must convert stable operations into measurable performance standards. The project is in a strong position, but I would not call it finished until policy closure, target setting, and management reporting are working together.

Recommendations

Preserve the green status by setting a 90-day closeout plan for the P-card policy, including final legal review, department attestation, cardholder certification, and post-implementation testing. Extend the modernization gains by launching a procurement performance dashboard that reports requisition-to-PO cycle time, vendor onboarding time, exception rates, and P-card reconciliation timeliness by department. Prepare the cycle-time target review with a controlled baseline from the last two closed quarters and require Finance approval before targets are used for public scorecard reporting.
