Harborview closed 2026-Q2 at 2.3% Population Growth Rate, up 0.2 percentage points from 2.1% in 2026-Q1 and well above the >= 1.5% target. This matches the prior year’s Q2 high point and gives us a strong two-year arc: recurring seasonal dips, reliable rebounds, and growth consistently above target. The operational detail behind the number is encouraging, with South Harbor Commons, Concourse Village phase 2, and 38 ADU finals contributing to occupied-unit gains verified through utility account activation. The status is green and confidence is warranted, but the responsible message to Council is that thriving growth now requires equally steady execution on housing affordability, homelessness pathways, tidal resilience, and aging water assets.

2026-Q2 is still red, but there are early signs the recovery work is taking hold on delivery. Rent-Burdened Household Rate moved from 61.7% to 61.9%, up 0.2 percentage points, the smallest quarterly increase in this series but still far above the <=45% target. The Point-in-Time Unsheltered Count increased from 2450 to 2487, up 37 people, while Affordable Units Delivered vs Annual Target improved from 73% to 79%, up 6 percentage points and back to yellow. The improvement came from the Harborview Homes preservation close and North Quay partial occupancy, but the homelessness count at 2487 confirms we should not declare victory to council.
